Bangkok, Thailand, 19 February 2026 - Thailand today brought together government agencies, businesses, innovators, and investors at the SEA-MaP Conference: Innovation and Investment for Plastic Circularity in Thailand, creating a dynamic space to accelerate practical solutions to plastic pollution. The event introduced the SEA-MaP Regional Platform to national stakeholders and connected Thailand’s policy priorities with concrete opportunities to scale plastics circularity through innovation and investment.

SEA-MaP is an ASEAN initiative funded by the World Bank that helps turn the Regional Action Plan on Combating Marine Plastic Debris (RAP) into action—by accelerating circular economy solutions and unlocking partnerships and investment. A key SEA-MaP deliverable is the Regional Platform, designed to connect start-ups, corporates, and investors and move innovations from ideas to implementation.

This conference is hosted by the Pollution Control Department (PCD) in close collaboration with the Department of Marine and Coastal Resources (DMCR) under MONRE. The event aimed to strengthen Thailand’s ownership of the Platform by ensuring SEA-MaP activities are closely aligned with national policy priorities and real market demand. Participants discussed how closer collaboration between regulators, industry, and financiers can turn policy ambition into scalable, investable solutions—with a strong focus on Extended Producer Responsibility (EPR), eco-design and standards, and the phase-out of single-use plastics.

“Thailand is committed to accelerating the transition towards a circular economy for plastics through stronger cooperation between policy, industry, and innovation actors,” said Surin Worakijthamrong, Director General of the Pollution Control Department, MONRE.

"By working with SEA-MaP, we are aligning national policies with regional expertise, innovation, and investment networks. This collaboration supports the Pollution Control Department’s mandate to strengthen regulatory compliance, accelerate practical solutions across the plastics value chain, and deliver measurable impact, reducing plastic pollution while creating new opportunities for Thai businesses under emerging sustainability standards."

The conference brought together a wide cross-section of Thailand’s plastics and innovation ecosystem—spanning government agencies for environment, industry, trade and investment; incubators and accelerators; manufacturers and brand owners; recyclers and Producer Responsibility Organizations; research bodies; investor groups; civil society; and development partners. Women-led initiatives and local actors driving plastic circularity were also represented, helping ensure inclusive participation across the value chain. The discussions were built to move beyond dialogue into action, generating practical outputs that will help shape a shared roadmap for coordinated implementation in Thailand.

“SEA-MaP was created to close the gap between policy ambition and real-world implementation—so that innovative solutions to plastic pollution can access finance, scale faster, and deliver impact across ASEAN.” said Kai Hofmann, Team Lead, SEA-MaP Innovation and Investments Project. “Thailand’s leadership and market strength position it as a cornerstone partner for ASEAN’s plastics transition. Today’s conference highlights how national ecosystems, when connected to regional platforms, can mobilise capital and partnerships to scale solutions where they matter most.”

As part of SEA-MaP’s wider AMS-level outreach, the Thailand conference shows how the Platform can be anchored in national systems while staying connected to regional collaboration. This approach can be replicated in other ASEAN Member States, helping build a more coordinated, investment-ready pipeline of plastics circularity solutions across Southeast Asia.

About the Regional Platform for Innovation and Investments

The Regional Platform for Innovation and Investments is a central regional hub developed under the Southeast Asia Regional Program on Combating Marine Plastics (SEA-MaP). Funded by the World Bank, the SEA-MaP is a five-year initiative, implemented by the Association of Southeast Asian Nations (ASEAN) through the ASEAN Secretariat to support ASEAN Member States in addressing marine plastic pollution by strengthening regional policies on plastic circularity.

The Platform connects start-ups, corporates, investors, policymakers, and civil society to foster collaboration and scale up innovation in plastic circularity and waste management. It addresses key barriers, including weak market demand, limited affordable technical assistance for start-ups, insufficient policy support, and systemic obstacles for women-led ventures.

The Regional Platform promotes innovative solutions that help reduce plastic pollution in Southeast Asia and contribute to the long-term outcome of effectively managing plastics and reducing plastic pollution in rivers and seas across the region of Southeast Asia.

ไทยยกระดับนวัตกรรมและการลงทุนเพื่อแก้ปัญหามลพิษจากพลาสติกผ่านโครงการ SEA-MaP

กรุงเทพมหานคร, ประเทศไทย 19 กุมภาพันธ์ 2569 – ประเทศไทยได้ผสานความร่วมมือระหว่างหน่วยงานภาครัฐ ภาคธุรกิจ ผู้ประกอบการนวัตกรรม และนักลงทุน ภายใต้งานประชุม SEA-MaP Conference: Innovation and Investment for Plastic Circularity in Thailand เพื่อสร้างเวทีขับเคลื่อนแนวทางการปฏิบัติในการแก้ไขปัญหามลพิษจากพลาสติกอย่างเป็นรูปธรรม พร้อมทั้งแนะนำ “แพลตฟอร์มระดับภูมิภาคของโครงการ SEA-MaP” แก่หน่วยงานและผู้ที่เกี่ยวข้องในประเทศ สร้างการเชื่อมโยงนโยบายสำคัญของไทยเข้ากับโอกาสด้านนวัตกรรมและการลงทุน เพื่อขยายระบบเศรษฐกิจหมุนเวียนด้านพลาสติกในประเทศให้เติบโตอย่างยั่งยืน

SEA-MaP เป็นโครงการริเริ่มภายใต้กรอบอาเซียน โดยได้รับทุนสนับสนุนจากธนาคารโลก มุ่งสนับสนุนการดำเนินการตาม “แผนปฏิบัติการระดับภูมิภาคอาเซียนสำหรับการขจัดขยะพลาสติกในทะเล (ASEAN Regional Action Plan on Combating Marine Plastic Debris – RAP)” ให้เกิดผลในทางปฏิบัติ ผ่านการเร่งขับเคลื่อนเศรษฐกิจหมุนเวียนด้านพลาสติก และการสร้างความร่วมมือกับภาคีและการลงทุนระดับภูมิภาค หนึ่งในผลลัพธ์สำคัญของ SEA-MaP คือการพัฒนาแพลตฟอร์มระดับภูมิภาคเพื่อเชื่อมโยงสตาร์ทอัพ ภาคเอกชน และนักลงทุน และได้เข้าถึงโอกาสในการนำนวัตกรรมจากแนวคิดไปสู่การดำเนินการจริง

การประชุมครั้งนี้จัดโดยกรมควบคุมมลพิษ (คพ.) ร่วมกับกรมทรัพยากรทางทะเลและชายฝั่ง (ทช.) ภายใต้การกำกับของกระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม (ทส.) โดยมีเป้าหมายเพื่อเสริมสร้างความเป็นเจ้าของแพลตฟอร์มของประเทศไทย ให้กิจกรรมภายใต้ SEA-MaP สอดคล้องอย่างใกล้ชิดกับนโยบายระดับชาติตลอดจนความต้องการที่แท้จริงของภาคตลาด การประชุมมุ่งเน้นการเสริมสร้างความร่วมมือระหว่างหน่วยงานกำกับดูแล ภาคอุตสาหกรรม และสถาบันการเงิน เพื่อเปลี่ยนความมุ่งมั่นเชิงนโยบายให้เป็นโซลูชันที่ขยายผลได้และน่าลงทุน โดยให้ความสำคัญกับแนวคิดความรับผิดชอบของผู้ผลิตที่ขยายออกไป (Extended Producer Responsibility – EPR) การออกแบบเชิงนิเวศและมาตรฐานผลิตภัณฑ์ ตลอดจนการยกเลิกการใช้พลาสติกแบบใช้ครั้งเดียวทิ้ง

“ประเทศไทยมีความมุ่งมั่นที่จะเร่งรัดขับเคลื่อนการเปลี่ยนผ่านสู่เศรษฐกิจหมุนเวียนด้านพลาสติก โดยเสริมสร้างความร่วมมือที่เข้มแข็งยิ่งขึ้นระหว่างภาคนโยบาย ภาคอุตสาหกรรม และภาคนวัตกรรม” นายสุรินทร์ วรกิจธำรง อธิบดีกรมควบคุมมลพิษ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อมกล่าว

“การทำงานร่วมกับ SEA-MaP ช่วยให้เราสามารถบูรณาการนโยบายระดับชาติให้สอดคล้องกับองค์ความรู้ระดับภูมิภาคด้านนวัตกรรมและเครือข่ายการลงทุนได้อย่างมีประสิทธิภาพ ความร่วมมือนี้สนับสนุนภารกิจของกรมควบคุมมลพิษในการเสริมสร้างการปฏิบัติตามกฎระเบียบ เร่งผลักดันแนวทางแก้ไขที่นำไปปฏิบัติได้จริตลอดห่วงโซ่มูลค่าพลาสติก และสร้างผลลัพธ์ที่เป็นรูปธรรม เพื่อลดปัญหามลพิษจากพลาสติก ควบคู่กับการสร้างโอกาสใหม่ให้ธุรกิจไทยภายใต้มาตรฐานความยั่งยืนที่กำลังเกิดขึ้น”

การประชุมครั้งนี้ได้รวบรวมผู้มีส่วนร่วมได้ส่วนเสียจากระบบนิเวศด้านพลาสติกและนวัตกรรมของประเทศไทยอย่างครอบคลุมในวงกว้าง ครอบคลุมหน่วยงานภาครัฐด้านสิ่งแวดล้อม, อุตสาหกรรม, การค้าและการลงทุน, หน่วยบ่มเพาะและเร่งรัดการเติบโตของธุรกิจ, ผู้ผลิตและเจ้าของแบรนด์, ผู้ประกอบการรีไซเคิลและองค์การความรับผิดชอบของผู้ผลิต (Producer Responsibility Organizations: PROs) สถาบันวิจัย, กลุ่มนักลงทุน, ภาคประชาสังคม, ตลอดจนภาคีด้านการพัฒนาระหว่างประเทศ นอกจากนี้ ยังมีการนำเสนอและมีส่วนร่วมของโครงการที่ขับเคลื่อนโดยสตรีและผู้มีบทบาทในระดับท้องถิ่นซี่งผลักดันการขับเคลื่อนเศรษฐกิจหมุนเวียนพลาสติก เพื่อส่งเสริมการมีส่วนร่วมที่ครอบคลุมตลอดห่วงโซ่คุณค่า

การหารือได้รับการออกแบบให้ก้าวข้ามการแลกเปลี่ยนความคิดเห็นเชิงนโยบายไปสู่การผลักดันการดำเนินการอย่างเป็นรูปธรรม โดยมุ่งสร้างผลลัพธ์เชิงปฏิบัติที่จะช่วยกำหนดแผนงานร่วม (shared roadmap) สำหรับการดำเนินงานอย่างประสานสอดคล้องในประเทศไทย

“โครงการ SEA-MaP จัดตั้งขึ้นเพื่อปิดช่องว่างระหว่างระหว่างความมุ่งมั่นเชิงนโยบายกับการดำเนินงานจริงในภาคปฏิบัติ เพื่อให้นวัตกรรมด้านการจัดการปัญหาพลาสติกสามารถเข้าถึงแหล่งเงินทุน ขยายผลได้รวดเร็วยิ่งขึ้น และสร้างผลกระทบที่จับต้องได้ทั่วทั้งภูมิภาคอาเซียน” นายไค ฮอฟมันน์ หัวหน้าทีมโครงการ SEA-MaP Innovation and Investments กล่าว “บทบาทความเป็นผู้นำและความแข็งแกร่งของรตลาดของประเทศไทยทำให้ไทยเป็นพันธมิตรหลักในการขับเคลื่อนการเปลี่ยนผ่านด้านพลาสติกของอาเซียน การประชุมในวันนี้สะท้อนให้เห็นว่าระบบนิเวศระดับประเทศ เมื่อเชื่อมโยงกับแพลตฟอร์มระดับภูมิภาคแล้ว สามารถระดมเงินทุนและความร่วมมือเพื่อขยายโซลูชันไปยังพื้นที่ที่มีความจำเป็นสูงสุดได้”

ในฐานะส่วนหนึ่งของการขยายผลการดำเนินงานของ SEA-MaP ในระดับประเทศสมาชิกอาเซียน (AMS-level outreach) การประชุมที่จัดขึ้นในประเทศไทยครั้งนี้สะท้อนให้เห็นศักยภาพของแพลตฟอร์มในการเชื่อมโยงและทำงานร่วมกับระบบและกลไกระดับชาติ ณะเดียวกันยังคงเชื่อมต่อกับความร่วมมือในระดับภูมิภาคได้อย่างมีประสิทธิภาพ แนวทางดังกล่าวสามารถนำไปประยุกต์ใช้ในประเทศสมาชิกอาเซียนอื่น ๆ เพื่อเสริมสร้างกลุ่มโครงการด้านเศรษฐกิจหมุนเวียนพลาสติกที่มีความพร้อมทั้งด้านการลงทุน และได้รับการพัฒนาอย่างเป็นระบบและประสานสอดคล้องกันมากยิ่งขึ้นทั่วภูมิภาคเอเชียตะวันออกเฉียงใต้

แพลตฟอร์มดังกล่าวเชื่อมโยงสตาร์ทอัพ ภาคธุรกิจ นักลงทุน ผู้กำหนดนโยบาย และภาคประชาสังคม เพื่อส่งเสริมความร่วมมือและขยายผลนวัตกรรมด้านเศรษฐกิจหมุนเวียนของพลาสติกและการจัดการขยะ โดยมุ่งแก้ไขอุปสรรคสำคัญ อาทิ ความต้องการของตลาดที่ยังไม่เข้มแข็ง การเข้าถึงการสนับสนุนด้านเทคนิคที่มีต้นทุนเหมาะสมสำหรับสตาร์ทอัพอย่างจำกัด การสนับสนุนนโยบายที่ยังไม่เพียงพอ และอุปสรรคเชิงระบบที่กิจการนำโดยสตรีต้องเผชิญ

แพลตฟอร์มระดับภูมิภาคฯ ส่งเสริมโซลูชันนวัตกรรมที่ช่วยลดมลพิษจากพลาสติกในเอเชียตะวันออกเฉียงใต้ และสนับสนุนผลลัพธ์ระยะยาวในการจัดการพลาสติกอย่างมีประสิทธิภาพ รวมถึงการลดมลพิษจากพลาสติกในแม่น้ำและทะเลทั่วภูมิภาคเอเชียตะวันออกเฉียงใต้
